INDIVIDUAL INCOME TAX: 2017 IT-1040 Tax Returns, by Income Class
A total of 5,563,593 Ohio individual income tax returns were filed for 2017 (April 17, 2018 filing deadline). This represents an increase of 1.1 percent from the number of returns filed the previous year. Total federal adjusted gross income (FAGI) of approximately $458.6 billion was reported on the returns, an increase of approximately 6.9 percent from the amount reported for 2016.
The average federal adjusted gross income (FAGI) per return was $82,435, an increase of 5.7 percent from 2016. Taxpayers claimed 10,217,948 personal exemptions totaling approximately $21.3 billion in value, an average of $2,089 per exemption.
A total of 42,689 returns reported a total of approximately $56.0 billion of taxable business income for an average of approximately $1.3 million per return. Additionally, approximately $347.5 billion in taxable non-business income was reported on 5,186,579 returns for an average of $66,995 per return. Note that a return may report both types of income. Total Ohio taxable income reported on the returns totaled approximately $403.5 billion, an average of $77,610 per return.
Ohio's graduated income tax rates are applied to each taxpayer’s Ohio taxable non-business income to obtain tax liability before the application of credits. The 2017 tax rates were applied to seven segments of taxable non-business income, with a top rate of 4.997 percent on that portion of a taxpayer's taxable non-business income which exceeded $213,350. Non-business income tax liability before credits was approximately $11.7 billion.
Additionally, a rate of 3.00 percent was applied to each taxpayer’s taxable business income. This yielded tax liability before credits on business income of approximately $1.7 billion.
Net tax liability after subtraction of the income based personal exemption credit, joint filer credit for two working spouses, senior citizen credit, and other credits was approximately $7.8 billion, an increase of 6.3 percent over the prior year’s income tax liability.
