Why am I unable to obtain paper Employer Withholding tax forms?

Since 2015, with few exceptions, Ohio law requires that Employer Withholding tax returns and payments to be remitted electronically.  Therefore, paper forms are no longer available. Electronic filing options for Employer Withholding include the Ohio Business Gateway (OBG) and the Ohio Treasurer of State (EFT). A taxpayer may be subject to a penalty for filing paper returns.
