ST 2005-03 - Electronic Payment Methods - Issued May,

The following are the methods of payment for Ohio sales and
use taxes in lieu of paper checks, bank drafts and money
orders. Note certain payment options may not be available to
specific types of tax returns.
ACH Debit And ACH Credit
To use ACH Debit or ACH Credit payments, the taxpayer must
register through the Treasurer of State of Ohio. An
application to register for ACH payments may be obtained from
the Web site of the Treasurer of State: www.eft.tos.ohio.gov. It
should be faxed or mailed to the Treasurer of State.
Persons that use these methods of payment are advised to
check with their financial institutions to determine when
payment is received by the Treasurer of State to assure
timely payment to avoid interest and additional charges.
ACH Debit and Credit payment options through the Treasurer of
State are available to pay ALL Ohio sales and use
tax returns, as well as accelerated payments, if required to
do so.
Ohio Business Gateway (OBG)
Certain sales tax returns can be filed and paid online
through the Ohio Business Gateway. The site can be found at
https://ohiobusinessgateway.ohio.gov
The electronic payment options through the OBG is ACH Debit
or credit card. A convenience fee is charged to the user for
credit card payments.
Returns filed and payments made through the OBG are
considered received on the day the transaction is completed
by the taxpayer.
Taxpayers can use the OBG to file and pay returns for regular
county licenses, as well as transient, service, cumulative,
delivery and out of state sellers accounts. There is also the
ability to make accelerated payments and bill payments on
these accounts.
Ohio Telefile
Persons that file returns for regular county vendor’s
licenses and report sales and tax in not more than one
county, may use the Ohio Telefile system. Have your return
completed, the bank routing number and account number
available, and call 1-800-697-0440 to file and pay the
return. The electronic payment options through Ohio Telefile
are ACH Debit or credit card. A convenience fee is charged to
the user for credit card payments.
Returns filed and payments made through Ohio Telefile are
considered received on the day the transaction is completed
by the taxpayer.
Taxpayers can use Ohio Telefile to file and pay returns for
regular county licenses only. They may also use Telefile to
make accelerated payments, as well as payments for past
periods.
Fedwire
A Fedwire method of payment will only be accepted under the
following conditions;
- taxpayer’s customary method and all other available
methods of payment have failed or are not functioning
- prior approval has been received from the Treasurer of
State, call 1-877-338-6446
- a completed Fedwire Authorization Form has been received
by the Treasurer of State
Any Fedwire received without the proper documentation will be
returned. Fedwires can be initiated through the taxpayer’s
financial institution. Taxpayers should ascertain from the
financial institution when the payment is to be received by
the Treasurer of State to avoid interest and additional
charges. Making a Fedwire payment does not relieve the
taxpayer from filing a return, if required.
Streamlined Sales Tax Project Requirements
Ohio is participating in the Streamlined Sales Tax Project
and will petition to become a “member state” under the
Streamlined Sales and Use Tax Agreement (Agreement).
Section 319(F) of the Agreement provides that each member
state must require any data that accompanies a remittance to
be formatted using uniform tax type and payment type codes
approved by the governing board. Until the Agreement
becomes effective, which will not be before October 1, 2005,
the governing board is not operational. When the
governing board approves the uniform tax type and payment
codes, this Department and/or the Treasurer of State will
issue guidance on the use of those codes.
